Who can do what, and who cannot
A decision platform is governed as much as it is configured. This matrix illustrates one possible allocation: it is configurable, not fixed.
Two separations matter more than the rest: whoever writes a policy should not be the one who publishes it, and whoever administers access has no business reading files.

What it never does
What a module refuses to do can be checked; what it promises to do well can only be argued. Its limits are therefore written next to its capabilities.
- The author of a policy change cannot approve it. Separation of duties is enforced by the system.
- No policy activates without having been simulated at least once.
- Every change is versioned, timestamped, attributed and reversible.
